Wisc is still out, but they actually have a large number of cases - in the 20s, I beleive.
Cal has one asymptomatic case and a boatload of negative tests, and they would be allowed to play if they lived anywhere else. It’s the city of Berkeley that is prohibiting their play. Most people seem to think they are being unreasonable.
